does anyone know how many hours a pilot may do while on a SPL without a
medical?

AFAIK any number of ours until you want to go solo. You must have a medical
then.

It is my understanding that you need a (minimum) Class 2 medical for an SPL to
be issued - but an SPL is only a prerequisite for solo, not for any amount of
dual training.

If the O/P has an SPL (s)he must have acquired a Class 2 or the issuing flight school has errored.
