Given that the bulk of that money is coming from the US taxpayer
why should you regard it as surprisng that US companies
get most of the work ?

So its OK to question the motives of those in favour
of action but not those against. This sounds awfully like hypocrisy.

However the report was NOT about companies getting contracts
but regarded the gift of oil vouchers. Voucher recipients sold the
vouchers to oil traders, who then collected the oil against the
vouchers from the Kirkuk-Banias (Syria) pipeline terminal, which
was operating in contravention of the Security Council sanctions.

Quite simply it was a way to pay large bribes with no actual money changing hands.
