My immediate family has either been employed or contracted by Halliburton
and Schlumberger and I can tell you that Schlumberger has no capability to
perform a contract such as LOGCAP. Schluberger's Oilfield Services and
Halliburton Energy Services (HES) are fierce competitors providing services
in the oil industry, but Schlumberger has nothing comparable to
Halliburton's Kellogg Brown and Root division which is the world's largest
construction company building everything from roads to baseball stadiums and
everything in between.....It is KBR and not HES which has LOGCAP.
Schlumberger has nothing that even remotely comes close to KBR's
construction capabilities.
LOGCAP by the way was competitively bid in 2001 with Bechtel and one other
company also bidding. It is a TASK ORDER contract which means that it
provides a framework for the DOD to specifically task LOGCAP with the type
of work (mostly construction) defined in the contract. Basically the DOD
wanted something that was simple and fast to execute in times of need which
would be impossible if each piece of a constantly changing requirement had
to be competed. KBR is required to account for all costs and they are
awarded a fee (profit) based on performance. KBR also had a similar
predecessor contract awarded in 1992 (4 years before Cheney took the helm)
that provided similar services in Bosnia and other locations.
