No, it was the USa insisting on supporting him, and providing WMD materials for him
to use on his own people. (assuming we count Kurds and Shi'i as his own people)

I don't know Saddam's actions during WWII, but I'm sure he wasn't of sufficient
significance at the time for NZ's actions to be considered support for his later dictatorship.
