1993 Lumina speedo doesn't work

The car has a 3.1 V6, 4 speed auto. Ran great and then one day the speedometer quit working, so no it doesn't want to shift and generally runs like crap.
I pulled codes and it says low voltage to TPS. I replaced the TPS and the VSS thinking that's what drives the speedo and no difference at all

Any ideas would be helpful
