"guarantee safety". Surely you're bright enough to grasp that simple

I give up and label you as too dense to understand. Take a bull rider. He
knows that sitting on a two ton animal whose only goal is to get the rider
the hell off his back and, if possible, to stomp the rider into the ground
is a very dangerous thing to do. The rider knows that the probability of
getting injured or dying is high. Now some riders strap on their spurs and
tighten up the string on their Stetson and take the chance. The smarter
riders wear kevlar vests and helmets in order to reduce the risk of serious
injury or death. Can they still get injured? Of course. Can they still
die from their encounter with the bull? Of course. But the odds of those
things happening is significantly reduced.
On a more practical level, you can significantly reduce your risk of having
an automobile accident by not talking on the phone, putting on makeup,
reading the newspaper, controlling children, etc. while driving. Does that
guarantee that you wont' get flattened by a Mack truck on the way to work in
rush hour traffic? No, of course not. It simply makes it less likely to
happen.

Doesn't matter whether I have responded to the rest of the risk factors or
not (and, yes, noting the genetic factor about which you can do nothing). I
have significantly reduced my risks of developing several nasty diseases by
quitting smoking.
