Who is "in charge" of newsgroups .. I noticed that certain threads get
mopped up (binary picture postings .. ads for selling crap .. spam .. etc)

Who's the man behind the curtain with the dustpan and broom?

No one. The peopel who have control over the newsgroups are the people who
host them, e.g., Supernews, Google, various ISPs. They can delete and
cancel messages, or not accept messages in the first place. But there is no
one "in charge" of Usenet.

Someone once told me that the sysadmins circulate lists of
spammers.

I never did get a single one of our juvenile offender's
binary posts, thanks to the German server sysadmin. Danke
schoen....

While we're at it, where may I acquire a cancelbot?

On the one hand, no one.

On the other hand, people who run the big hard disks that save all this
crap (usenet) often install filters that, for example, delete (or
"cancel", via a cancel-message that most servers only respect if it is
from either the author or one of a very few sys-admins on a "trusted"
list) binaries that are posted to groups without "binaries" in their
name.

By and large, the internet sys-admin coalition is a pretty hands-off
bunch. However, they have a few automated tools to help keep down
things like binaries in non-binary groups, spam, etc (if you think
there's a lot now, imagine if these filters weren't in place!)

Some groups (not this one) are moderated. But that's a different ball
o' wax.
