Default Adobe Comment Functions

I'm trying to solve a bug that may be coming from a plugin I'm maintaining.

1. The problem involves the comment list is not properly displaying all comments. Does any part of the SDK expose the functionality used to build this list?

2. The list can be rebuilt using the comments list-> Options -> Scan For Comments menu item. Unfortunately, I can't find anything that says what the Scan For Comments actually does, or why it would be need to generate the list of comments. It seems like there is no documentation for this menu command.

No, plugins do not have any access to the list. It is built automatically by Acrobat from the annotations present in the document. Note that only certain types of annotations are included in the list.

I assume we are talking about Acrobat 8.1.2, the current version - yes?

The problem happens for both Acrobat 8.1.2 and 7.0.5.
That leaves me a little clueless then about what if not the plug-in, is making annotations not show until using the scan for comments command.
