Won't start in WIN XP

PE 2 fails to complete loading of the program when I attempt to start it in
WIN XP pro. Hourglass persists for a couple of minutes. I understand that
there are "administrator" issues possibly but these are a mystery to this
user. Any advice would be welcomed. Ross.
