Photoshop FREEZING when trying to use effects

I am having a problem when I click on the effects icon in the layers palette. When I do this the computer takes a minute or so to pull up the effects window. When I select the effect I want it takes a equal amount of time to apply the effect. This happened on PS6 and now PS7. I have tried re-installing the software and have made sure the scratch disks are set proper. Anyone have a similar problem?

What version of Windows?
