Plugins calling other plugins. Possible?

I thought it was possible for any plugin to call any other plugin. But it seems only Automation plugins can call other plugins. Is this correct? I thought I remember reading in the do***ents somewhere one plugin can call another....

This is well do***ented in the Photoshop SDK.

And yes, only automation plugins can call other plugins.
