The Rule of Law.
All dictators make laws. Any tyrant can
even out-law the people. So, no: It is
not the "rule of law" that is the ultimate
embodiment of democracy but the rule
of the people: It is only when the laws
are at long last those of the people that
finally the rule of law embodies democracy.
