1. This is a Freedom of Information Request made concerning my visit to the
Netherlands and Portugal between 23 July, 1998 [#58 *, #32, #8, #18 - The
Origin of Ethical Concepts/ The Palliation of Vulgarity/ #30, #52 (Ratio /
Nature surmounts Nature)] and my subsequent return on 19 November, 1998
[#55, #22 *, #58, #27 - Paradoxes of the Greatest Skill/ The Function of
Skill / #47, #35 {40, 10, 5, = 55, #6}].

2. The trip was undertaken following my adverse experience of public
institutional impugnity directed by then Victoria's Police, Emergency
Services & Justice minister Bill McGrath and reported on ABC television's
730 Report on 19 February, 1997 [#6, #69, #20, #70 - Difficulty in Knowing
How/ Difficult to Understand/ #76, #6 {Form of Nature}], by then Roman
Catholic Archbishop (presently Cardinal) George Pell accompanying
celebration of Mass as theurgical ritual at Saint Patrick's Cathedral in
Melbourne which I attended, according to their ecclesiastical tradition,
known as Pentecost Sunday on 31 May 1998 [#32, #28, #14, #44 - Moderate
Values/ Setting Up Precepts/ #17, #65 * {Nature rejoices in its Nature}]
and the Victoria Police Force with whom I was previously employed and prior
to a continuing indeterminate status of now 18 years of social-stigma
induced disability attributed to entrenched ignorant and prejudicial
misogenic perceptions that are generally socially held as uninformed and
unconscionable opinions and assertions concerning the Human Immuno-depleting
Virus (HIV).

3. And for which final information discovery is now being sought under the
auspices of the Freedom of Information Act of 1982. With do***ent
preparation presently underway in the expectation of making a formalized


legislative freedoms, following my participation within a volunteer
community based initiatives, as human rights advocacy groups, an
unregistered and ostracized group known as the Police ******* & *** Liaison
Committee (PLGLC) and an officially registered group, known as the *** &
******* Police Employee Network (GALPEN). Actions for which, I had received
public recognition as the inaugural recipient of the 1997 Rainbow
'Leadership by *** Male' Community (Victoria) Award.

4. And an opportunity within self-funded superannuated retirement, to
explore the feasibility of seeking temporary residency within the
Netherlands as the ancestral country of my forebears, with the intention of
undertaking a course of study in Theology at the University of Amsterdam or
Utrecht as the climate of religious liberty would have granted unprecedented
access to rare medieval religious Kabbalistic manuscripts that can only
survive in such a clime.

5. As part of my schedule for the trip, I made initial telephone contact
with the Australian Embassy situated at 4 Carnegielaan, 2517 KH Den Haag.
And if I recall correctly, with whom I met on 18 September 1998 [#39, #39,
#73, #52 - So What?/ Returning to the Origin/ #42, #40] As reciprocal
courtesy of friendship, I had dinner in Amsterdam with Jim as one of
Australia's most senior diplomats within our principle European offices.

6. However, the pre-requisite demand of multi-lingual fluency in both German
and Dutch and the ancient sacred tongues, was an impediment to the
opportunity, even given professional cautions to English speakers conveyed
within the Theological Dictionary of the New Testament 1995 English edition
[cf. TDNT 1995 VOL:10, p 615-616], the approaching millennium, and was
somewhat superfluously redundant to the furtherance of my theological and\0
philosophical investigations into a supernal 'a priori'; being a universal
mathematical/linguistic, metaphysical/transcendental, religious/political
and autonomous encyclical architecture-as is enclosed.

7. Given Amsterdam's liberal reputation and tolerant attitude, it was the
first time that the *** Games were held outside of North America and was the
perfect choice to host 'Friendship Through Culture and Sports' as the motto
of the *** Games V. They were subsequently held here in Sydney, Australia.
And whilst I generally found that the citizens were very friendly and happy
to have the Games in their city on the first eight days of August 1998 in
Amsterdam:

8. Whilst I did not participate in any of the sporting or ticket entry
organized street events, apart from availing myself of general familial and
tourist contact opportunities, I have a particular fond regard for visiting
those who remain of my father's family, who as Dutch nationals and formerly
repatriated Australian immigrants, in part due to the adverse psychological
consequence that exposure to the hardship of Australian life as citizenship
within the 1960's, was having upon the wellbeing of their children.

9. I did, as the exception, specifically attend the ***, Bi***ual, *******
and Transgendered persons multi-lingual church service convened at the Oude
Kerk, Amsterdam as part of the events for the *** Games V. As I recall,
there was smaller than expected gathering for the historical ecclesiastical
event. Notably there was a single fundamentalist religious protestor whom I
rebuked, and shook hands with a prelate with whom I briefly conversed upon
the service's conclusion and my departure.

10. My visitor's residency, during my times within the Netherlands, has been
with one of the country's most highly esteemed Project Leading nurse with
distinguished service in both of the Utrecht Academic Hospital's Cardiac or
Lung Intensive Care Units, and who is still appreciated at work even though
she readily admits herself, to not being as fast as she used to be. Who
this year (2003) received a surprise formal reception by the Medical
Institution in recognition of her 25 year jubilee of service.

11. Such a professional contact had, particularly with question of
pharmaceutical usage associated with any genetic issues then relating to my
cultural group, such as the non-recommended usage (due to low biological
uptake), related to the first generation protease inhibiter Saquinivir,
which I was then presently prescribed by my Australian general practitioner,
Doctor Darren Russell.

12. There is a long history of premature patient deaths within Australia,
which has a direct relationship to toxicity due to exuberant prescription by
Doctors of HIV pharmaceuticals that may be viewed as being less than a
'professional regard or humanly helpful' and which approaches negligence.
Consequently, there was great, life sustaining merit in obtaining an
independent and culturally relevant opinion on pharmaceutical usage and the
opportunity, had caused me to be extra vigilant as to the possible adverse
effects associated with my cultural group, as was subsequently my experience
with caffeine usage in the second generation replacement product.

13. And has in the past afforded opportunity for highly experimental and
expert care, that was thoughtful and considered enough to have ensured the
Intravenous High Dosage of Vitamin 'C' as a radical recommendation made to
me by Doctor Brighthope of Melbourne, were free of any contaminants as
routinely and within parameters of acceptable usage and practice, as
deployed within its suspension agent.

14. And in the cir***stance of an exigency, as the jeopardy created by
uncompromising administrative tyranny as psychological abuses perpetuated by
the salary continuance provider AXA Global (Australia) Group Insurance Pty
Ltd (aka Australian Casualty & Life), provided an opportunity for unfettered
biological disclosure as a distinct sample from the general Dutch population
group and who had been organically nurtured as a child, which was augmented
by raw (ie. un-homogenized and un-pasteurized) cow's milk produced from the
authorized artificial cattle breading stock, that my father routinely
deployed and seminally obtained from such places as the Netherlands.

15. It was within this context, and continuing in the utmost good faith, to
follow my host's local advice on satisfying the administrative process as
pre-requisite to fully meeting my obligations as legal requirements made
under any application for temporary or exigency residency for study
purposes. I made full and frank disclosure to the Utrecht Police, and of my
subsequent voluntary decision, as a free citizen, to rescind my residency
application for a more suitable time, to obain a refund for the preliminary
installment made to the University of Utrecht's James Boswell Institute,
Kriekenpitplein 21-22, Utrecht for intensive and accelerated language
education-and return to Australia.

16. The official impress by the Utrecht Police made within my then passport
L6473753 expiry 26 May 2008 [#32 *, #28, #14, #44 - Moderate Values/ Setting
Up Precepts/ #17, #65 {Nature rejoices in its Nature (Form of Nature)}], is
an example of the unnecessary overreaching as slanderizing and stigmatising,
administrative totalitarianism, which has in the instance, the consequence
of a complete, continuing and permanent separation as severance from any
further consideration of connection to my forebears-to participate in the
sovereignty of their history, genus and cultural identity as conscience of
being:

"My passport was officially stamped by the Utrecht Politie [ie. Police; cf.
VD1243] on 6 November, 1998 [#24, #34, #74, #64 - Dealing with the Small/
Mind the Insignificant /#52, #30] as a command given by a superior (eg: a
military or law enforcement officer) that must be obeyed, which as a legal
do***ent gave me official permission to remain within the Netherlands only
so long as it doesn't prevent any further delay in the act of departing-That
I was N(ooit-Never) U(w-Yourself) T(erugkeren-To Return). With my mutually
agreed departure from the Netherlands on 19 November, 1998 [#55, #22 *, #58,

17. Given the nature of my journey, I dutifully advised all relevant
institutions and legislative authorities of my intention to travel and
obtained the necessary accompanying customs declaration, to authorize the
conveyance of pharmaceuticals to minimize risk of possible HIV transmission
during my journey.

18. Upon my return travel, and having purposefully packed my luggage to make
readily accessible, any do***entation required in fulfilling re-entry
obligations into Australia. I made a voluntary Customs Declaration; and was
meet by a staff-member as female attendant, to whom I granted her every
freedom as liberty to inspect my luggage, which she declined. But in the
course of the conversation, it was disclosed to me that she claimed to be a
former tennis partner to my General Practitioner whom we readily named as
Doctor Darren Russell.

19. Under the auspices of the Freedom of Information Act, I'm seeking an
opportunity to test the statement's efficacy as representative of any claim
to Institutional ethical integrity as has been so extra-ordinarily and
personally exhibited by the Australian Customs Services on my 20 November
1998 [#55, #22, #58 *, #27 - Paradoxes of the Greatest Skill/ The Function
of Skill / #47, #35] return to Australia aboard an Athens flight.

20. Accordingly, the full name and service number is sought for the
Australian Customs Services employee, so that the veracity of their
representations, made at the time of my Customs Declaration, can be
determined.

21. Additionally as the subject of a complaint made to the State Ombudsman
by letter dated 17 May 2003 [#75, #62 *, #22, #22 - The Point to Reversal?/
Humility's Increase/ #15, #67 {Ratio (Nature amended in its Nature)}], that
are precipitous of the initial reason to travel and seek consideration for
temporary relocation to another country, a concern over fractitious,
vexatious and ignorant religious values based letter of complaint initiated
by a Mr. Keith Paulusse, a now estranged friendship relationship of
ostensibly 16 years merit, who was then acting irresponsibly and with
financial self-interest under the auspices of Power of Attorney & Medical
Power of Attorney, which they had promulgated widely and verbally, in letter
and on the Internet via access to my computer. In so doing, from a position
of situational trust, made unfounded allegations of mental health impairment
and imagined ***ual impropriety, over which he has not only recanted, but I
have f****ven him.

22. The imagined ***ual impropriety, was also investigated by the Department
of Human Services, who in finding nothing specific to follow-up closed the
matter on 2 October 1996. [#23, #25, #65, #65 * - Unlearned Virtuosity/ The

23. However, given the solecism's implications, as attempts to impugn my
autonomy, intervene within my regime of healthcare and as evidence of lack
of duty of care, concerning a failure to disclose the slander by my then
General Practitioners, on 8 April 2003 [#76, #78, #62, #12 *- The Numbing
Effect of the Conventional/ Abstaining from Desire/ #6, #76 {Engendering
Nature / Nature amended in its Nature}], I corresponded to Dr. Jonathon
Anderson of the Carlton Clinic, In a hand written and expedited reply from
Dr. Jonathon Anderson dated 15 April 2003 [#36, #81, #54, #34 - The Great
Guide/ Trust in its Perfection/ #8, #74 {Autonomous Nature / Form of
Nature}] he acknowledges: "I did receive a letter in 1996 from Mr. Paulusse.
I decided to take no action in response to his letter. With warm regards."

23. It is also a matter of public record as conveyed in a 25 October, 2001
[#37, #37, #1, #51 - Natural Guides and Natural Virtuosity/ Nursing Virtue/
#50, #32] supplemental submission made to the Victorian Civil Administrative
Tribunal as the Particulars of Complaint by Applicant in response to
Directions & Orders of 16 October, 2001 [#62, #48, #18 *, #29 - Deeming/
Non-Assertion/ #48, #34] and are paraphrased as follows:

"It was the unexpected exchange of information in early August 2000 just
prior to the Australian hosted Olympics in 15 September [#41, #41, #41 *,
#41 - Playing with Reversal/ Sameness in Difference/ #41, #41] to 1 October
2000 [#23, #25, #65 *, #65 - Unlearned Virtuosity/ The Virtue of Simplicity/
#44, #38 (Engendering Nature)] for which, as a sporting activity, I had made
no consideration of attending.

This occurred with an individual who purported to be an Australian law
enforcement officer from Sydney with whom I had a casual and otherwise
insubstantial ***ual liaison as bodily exercise. The individual claimed to
have had in their possession my health records, particulars of the public
media in which I had appeared (eg: The Sun House Guide), and other various
correspondences that the officer had claimed to access in the file that
week. It was further suggested, that my telephone had been under periods of
surveillance. The individual cautioned me to be concerned for my life.
Naturally, within our democratic society, which claims to be both civil and
decent concerning the rights of its citizens, this has had a mortifying
effect and I am now, as a consequence totally socially reclusive."

24. Having done all that I could do as my usual regulative and natural
philosophical practice in life, and to ensure that my actions regarding
travel to the Netherlands and Portugal did not in any way contravene or
compromise my human, autonomous and isonomic, religious and political
Constitutional and Australian legislative freedoms, I am desirous of
bringing closure to this matter by seeking access to the following
information:

a) Such computer do***ent or other data entry, image, sound or video record,
which substantiates my international air travel under passport ******53
expiry 26 May 2008 in the name Dolf Leendert Boek DOB: 19610107 as departure
from Australia on 23 July 1998 and my subsequent return on 20 November 1998.
b) Such records as are relevant to this travel schedule and are sufficient
to confirm or deny my fulfilling all statutory obligations, do***entation
and customs declarations with regards to the conveyance of pharmaceuticals
and granted the Australian Custom Services every freedom as liberty to
inspect my luggage, which was declined.
c) In the absence of sufficient potency as risk of transmission as to grant
any further legislative power under Section 19(A) of the Crimes Acts of 1958
(No. 6231) pertaining to intentionally causing a very serious disease, such
records as are sufficient to confirm or deny any requirement for any further
intrusion or action by Australian Custom Services or other as referral to
another agency or statutory body.
d) A jurisprudent statement which gives substantiation as the reasoning and
justification, legislative authority and such corroborating do***ents or
records as are sufficient to confirm or deny, that any subsequent intrusion
or action by the Australian Custom Services were compliant with the natural
and regulative principles as human, autonomous, isonomic, religious and
political Constitutional and legislative rights and freedoms.

25. As there will be administrative costs associated with this Freedom of
Information Request, please advise in writing before these are incurred
above the enclosed money order [Ref: 53716114 89] to the amount of $30. This
fee being inclusive of a $20 lodgment fee, a $5 do***ent search fee and $5
photocopying fee at .20 cents a copy that is customarily required.

26. Do***entary proof of identity in substantiation of this Freedom of
Information Request is included by way of Change of Name Certificate and
Previous and Current Australian Passports.
