Default Opening Bank Accounts

What is required for a foreigner (US citizen) to open a bank account in
Brasil? Are there differences in interest rates between a Real account and
a Dollar account? What's the going interest rate?

No, I'm not asking to "evade" something... I am thinking of maybe buying
property and/or starting a business down there in a couple of years. The
value of the dollar does not look too good for the next couple of years,
so I'm thinking it may be smart to get the higher interest rate AND (my
guess) increase value of the Real compared to the dollar.

I just asked this question of a friend who works at Itau on New
Year's Eve. He said:

Comprovante de Residencia (contorio)
CPF (policia federal)
RNE (policia federal)

In that order.

I understand the first, but the second and third are some kind of forms
that will be needed to be filled out? Correct?

Or, I hope you're not talking about being in trouble with the policia
federal. Are you? I don't why they would have a problem with
someone bringing dollars into the economy.

Thanks,

The CPF is the Cadastre de Pessoas Fisicas (a real Brazilian please
correct me if I'm wrong) and it is like a Social Security Number in
the U.S. It states that you're a person, as opposed to another type
of legal entity such as a corporation.

The RNE (Registro Nacional de Estrangeiros) is a do***ent kept on
file by the Brazilian equivalent of the State Department. I
understand that it is the only one of the three which takes a while
(up to 40 days, I've been told) to happen.

Contorio or Policia Federal refers to where you would go to adquire
the respective do***ent.
