BOGOTA, Colombia (Reuters) - Colombia's high court gave a vital nod to an IMF-blessed, cost-cutting referendum Wednesday, allowing the government to put austerity proposals including a public sector wage freeze up to a national vote.The long-awaited decision by the Constitutional Court is a major victory for President Alvaro Uribe, who now has between one and six months to hold a vote widely seen on Wall Street as the major test of his 11-month-old presidency.

Las autoridades colombianas investigan información hallada en un computador que revelaría nexos entre una fundación venezolana y las guerrillas izquierdistas, señaló la noche del martes la cadena RCN citando fuentes oficiales.
En los archivos figuran comunicaciones de un jefe rebelde que opera en la zona fronteriza y unos 300 documentos sobre actividades, planes para cometer atentados dinamiteros en Colombia, formatos de compra y distribución de cocaína y mapas de inteligencia para conocer las rutas del Ejército colombiano, según el noticiero de la cadena.

MEDELLIN, Colombia--Almost one year after his inauguration as president of Colombia in August, Alvaro Uribe said recently that the government had to work out a strategy for a long battle against the largest left-wing guerrilla group in Latin America--the Revolutionary Armed Forces of Colombia (FARC).
Uribe won the presidential election with a pledge to take a tough stance against FARC, but he said it would take time to win the guerrillas over and a quick solution to the problem was not possible.

Certification Not Based on Facts
(New York, July 8, 2003) The U.S. State Department's human rights certification for Colombia does not hold that country accountable for its failure to break persistent links between the military and abusive paramilitary groups, Human Rights Watch said today.
Today's certification releases approximately $27 million in military aid. It marks the fifth time in three years that the State Department has certified Colombia despite compelling evidence of non-compliance with six conditions contained in Public Law 108-7, which regulates foreign aid for fiscal year 2003. Colombia receives the third largest amount of U.S. military aid, after Israel and Egypt.
The most important condition requires Colombia's armed forces to sever links with paramilitary groups. Yet the Colombian military continues to work with paramilitaries that are included on the State Department's list of Foreign Terrorist Organizations.
