$200 fine for spitting

Hong Kong - Hong Kong is issuing spot fines of nearly
$200 for people caught spitting in the street in a move
to make the city more hygenic after the devastating SARS
outbreak, officials said on Friday.

More than 100 fixed penalty notices for spitting,
littering and stubbing out cigarettes on the street were
issued on the first day of the crackdown on Thursday, a
government spokesperson said.

The penalty of is more than double the previous penalty.
The increased fines were introduced as one of a raft of
anti-Sars measures.

Hong Kong people are notorious for spitting in the
streets and routinely toss rubbish onto pavements and
gutters . . .

Don't know who wrote this report. Spitting and tossing
rubbish were quite common some 30 years ago, but are quite
rare today. Although it doesn't hurt to increase the penalty.
If it is only $200HKD, it has insufficient deterrent effect.
Should be at least $2,000 HKD.

Why write all these rubbish news snippets on theis NG and waste
everybody's valuable time?
How much fine would you propose for urinating and shitting by the main
streets of Bombay or Delhi?. Have you got any idea?

spitting was rare prior to the handover and few pedestrians littered
but people were definitely defenestrating heavy appliances. I
remember in the 80's being impressed by the PSAs re litterbugs but the
air conditioner out the window thing - that's HK from a longtime back-
can't be blamed on the influx of Mainlanders in the former colony.
Havent you seen the Mainlanders squatting in HK, the spitting, the
different perspective on what constitutes civic consideration?

I have never seen anyone spit in the last 20 years. I've seen
mainlanders who just bought an expensive Rolex or something,
squatting on the sidewalk in front of the shop, admiring the
Rolex he just bought.

on the plane to HK prior to handover, I chatted with an abc
entrepreneur who described Shanghai as where "the streets are paved
with phlegm" words that came back to haunt us on the last day of our
trip when - because it's there - we decided to visit the new (a few
months old) economic region, Shenzhen - where somebody - not me -
slipped on something and fell flat on more of something

as they say in Cantonese - "deet dat"

I'm not saying Shanghai is paved with phlegm NOW
