Trick or Treat for Cultural gems

I wonder how much of it is due to an increase in nutters, or at least
of their behaviour, and how much of it is public awareness or even
over-awareness? I think back when I were a lad there wasn't as much
reporting, or at least it wasn't as graphic, so there were always warnings
about not accepting lifts off strangers and plenty of folklore about "the
bogeyman" and the unspoken horrors which his victims were subjected to.
So in a way I'm not sure if there's been as much of an increase as we
might think, but I certainly think that there's an air of paranoia and
over-protectiveness which is more than might be a good thing.
I dunno, there're some nasty people out there, but I sometimes wonder
if they're given more publicity than they warrant. Or maybe because
they're allowed to get away with much more and nobody can literally
give them a slap on the wrist that they do go further...
