Default Indian MoD Blocks Investigations Into Kargil Corruption Cases

Kargil, one of the most sensitive issue between pakistan and india
with respect to foriegn relations of pakistan with india. in 1999
kargil incident stirred the armed forces of both the countries and it
seemed idian army has machined its rust but in vein.... as this all
below disposes the criminal nature of indian army being a rogue one
overriding the government of which it is a part of. while all
resources were on their behalf ro savetheir So called integrity but
even them indiam army was filling its accounts.... what to ask of
Human rights???

The investigations launched by Indian Parliament's Public Accounts
Committee (PAC), to unearth the large scale corruption committed by
Indian defence and political hierarchy, during the Kargil skirmishes,
are making no headway in face of blocking tactics used by the Indian
Ministry of Defence (MoD), reports the Hindustan Times. The PAC has
expressed its ‘inability' to submit the findings on defence deals
transacted during the 1999 Kargil episode because MoD has refused to
make available an important report by the Central Vigilance Committee
covering the widespread instances of corruption committed during the
period. The Indian ruling politicians and military brass, had
exploited the relaxed procurement procedures for quick supply of
defence hardware during the Kargil episode to make large personal
fortunes. Deals worth Rs 2,175.40 crore were transacted under this
special arrangement.

The PAC's move is has set the stage for a major confrontation between
the Treasury and the Opposition. "The Committee are surprised that
such a vital document has been withheld from them on grounds of
secrecy," PAC chairman Buta Singh declared in its 54th report tabled
in Parliament. The report was tabled amid strong protests in both
Houses by the ruling BJP against the "leak" of the report before it
was placed in Parliament.

Due to these widely publicized financial bungling, the Indian
opposition parties have boycotted George Fernandes, the India Defence
Minister, who was involved in financial scandals during the Kargil
crisis, including misappropriation of funds in purchase of coffins for
dead Indian soldiers. As a consequence of their refusal to accept him
as the Defence Minister, opposition has not attended any Defence
Consultative Committee meeting since Nov 2001, nor have they posed any
question to him in the five sessions of LoK Sabha held during the last
two years.
