any reason - smashing them or covering them with fly poison but

First, on the term "fly-tipping" - I think this term is used outwith
Scotland, and it means dumping rubbish anywhere one feels like. Farmers
are just as liable to do this as anyone else, judging by the number of
empty fertiliser bags, and so forth, blowing around the countryside.
Local authorities are required to charge, to cover the costs of refuse
disposal over and above the normal weekly allowance of one wheelie bin
full, or equivalent. There is no evidence that fly-tipping has increased
as a result of the imposition, and annual raising of, the charge. This
is hearsay. The charge is used as an excuse by fly-tippers who would
have dumped their cr*p in the countryside anyway.

Second, while in general agreement about income tax being the fairest
way of raising revenue, I don't see why businesses should be encouraged
to generate waste by the availability of free dumping facilities. There
is an EU requirement of all member states that waste be reduced, and the
UK (not least Scotland) has been lagging behind in meeting this
requirement.

Third, we are all "victims" of fly-tipping, and we all pay for it. I
don't see why "farmers and landowners" (most farms are not owned by
those who operate them, and the question of landownership is a tricky
one) should get off scot-free.

Fourth, I wouldn't believe anything I read in the gutter press, such as
the Telegraph.

Increased charges must surely persuade some people to do the
wrong thing, who might otherwise have done the right thing.
Though, I'm not making excuses for the lazy bastards :-)


Most companies are under competitive pressure to reduce
costly waste of all kinds, purely from a financial viewpoint.
Increased charges might persuade some of them to generate even
less though; I grant you that.

Since everyone pays tax in some way, fair or unfair, we're
all contributing to a centrally-funded system. Ultimately,
nobody really gets off scot-free from anything done by
government. We are all victims of the system.

My beef was about innocent land owners being charged
unjustly for disposal of waste dumped on their land through no
fault of their own.

My father, born Airdrie 1890, frequently used 'fly' in referring to an
untrustworthy
person; in short, a tricky dude. I question that the Collins English
Dictionary
is correct in labelling the word as 'slang'. That is, I never knew my
father to use a
slang word.
