"Not one Turkish soldier can be sent to another country to serve as a shield
to protect lives of the U.S. soldiers," said Republican People's Party (CHP)
Group Vice-Chairman Oguz Oyan on the issue of sending soldiers to Iraq.

Oyan, in a press meeting at Parliament featuring questions about possibly
sending Turkish troops to Iraq and Deputy Prime Minister and Foreign
Minister Abdullah Gul's visit to the U.S., stated that those who did not
learn lessons from their experiences should not be willing to administer a
country. He added, "If they go for new adventures by ignoring the lessons of
foreign policy they took in eight months, they will have an incorrigible
foreign policy."

He stated that giving promises to foreign authorities binding Parliament
would only be valid for the government and the foreign minister who gave the
promise, and not Parliament. "Giving promises that cannot be kept to a
hegemonic power harms Turkey seriously. We hope that no promises were given
to the U.S.," he said.

'They force the constitutional system too much'

Oyan argued that the government followed an unlawful policy and criticised
the draft law presented to Parliament involving articles of the 2003 Budget
Law which the Constitutional Court had cancelled before. He drew attention
to the fact that there was also a regulation which not related to these
articles envisaging 'the official serving in an acting capacity should get
the full salary that those positions entail.' He noted that this regulation
is designed to 'by-pass' the president and stated that the government forced
the constitutional system too much.
