Everybody can report a bad user who is violating the laws or the
rules of the News Service Provider from where the message was sent. To get the complaint adress just look in the message headers for an abuse adress. For example a line saying X-Complaints-To: abuse@verio.net (the email adress is of course different for each service provider) Then write an Abuse Report to the given abuse email adress and include as evidence the complete message incl. the headers. As an example, this is the Acceptable Use Policy (AUP) of the news provider verio.net: http://www.verio.com/about/legal/aup.cfm " subscribers violate Verio policy and the service agreement when they, their customers, affiliates, or subsidiaries engage in the following prohibited activities: [...] Obscene Speech or Materials -- Using Verio's network to advertise, transmit, store, post, display, or otherwise make available child ****ography or obscene speech or material. Verio is required by law to notify law enforcement agencies when it becomes aware of the presence of child ****ography on or being transmitted through Verio's network. Defamatory or Abusive Language -- Using Verio's network as a means to transmit or post defamatory, harassing, abusive, or threatening language. [...] " |

To get the 'abuse report adress' look in the MESSAGE HEADERS of the message.
For example in OutlookExpress news reader just see the PROPERTIES of the posting and it will show the normally hidden message header lines. There a line like " X-Complaints-To: groups-abuse@google.com " will appear. That is the adress of that provider for complaints. At Google clicking "Show options" and then "Show original" will show all headers. There is also one option called "Report abuse".
