89 Ranger, Temp/Gas Gauges

1989 Ford Ranger, When the ignition is off the temp and fuel gauges will read 1/4 off of zero. When I turn on the ignition, both gauges will return to the far left reading zero on the temp, and empty on the gas gauge. what causes this?
