where is cullen smyth?

I finished the Heart of Sephucoth quest, and I've read the apple brandy he
drops belongs to Cullen Smyth in another quest. Where is Cullen Smyth?

Might have moved as part of the recent upgrade to cots. Check the herald for
information on that patch.

Thanks. I think that's it. I looked into it further and it appears the NPC
was eliminated in a recent patch. The reference I read about Cullen Smyth
and the brandy quest was old info.
