Try unthrottling it (press F10) for a good laugh as well!
Enter test mode by pressing and holding F2. Be aware that changing some
options causes the game to wipe the high score list.

You mean the ones that turn into tanks? Kill as many as possible before
they do! Go for clusters of four or five in the beginning of the level,
and never mind saving the humans. Then keep moving to avoid the Tanks'
diagonally bouncing shots.

The best way really is to see how the pros do it - you can download a
robotron.inp file from http://www.marp.retrogames.com
To see it, place it unzipped in the inp folder and run mame like this:
mame robotron -playback. In Mame 32 you can activate it by
right-clicking the game icon.

2. To defeat the tanks, try very hard to shoot as many Quarks (the
flashing boxes) as possible. After the tanks are on screen, do your best
to circle the playfield, hugging the wall and shooting as you go.

It's no guarantee of an easy completion, however, and this is the first
level where your targeting skills really come into play.

(The tank wave was the first stumbling point I had when I was learning
Robotron, btw.)
