Tank Crew Help

While I'm fighting my way through to City Hall the tank crew that's with me
keeps stepping out in the open and getting killed. Is there a way to give
orders to characters who accompany me and tell them to stay back?

In other words: no. Same goes for Joe what's his name (the spy guy).
There ought to be a list of stupid NPC's, kind of a "rogues gallery" with
Joe, Tank Crew, Klaus, etc.
