I have been running "Delayed Main Quest" mod - but now the main quest has
begun. Trouble is Sevilan Matilus won't talk to me about the quest. He is
just saying "Hello Citizen" things, and the only convo option is "Martin"
which leads nowhere.

I can't uninstall the mod as the game crashes when I save after doing this.
(Perhaps if I remove it while away from Kvatch?)

Not even 100% sure if this mod is to blame.

Does anyone know what runes I can type in to get the quest options up on
Matius? Presumably some combination of SetStage and AddTopic ought to do it?

For anyone else with this problem, I fixed it by entering the console
command

SetStage MS48 0

The quest must've been advanced somehow... this set it back and allowed me
to access the convo options.

I know you’ve fixed it already, but in case anyone else comes into
problems like this, something you might try doing is backing up your
game-saves and just uninstalling Oblivion entirely. After it’s done
uninstalled manually check to see if you need to delete any folders
and check the registry as well, then reinstall the game and install
the latest patch to get on with it
