Default Increasing shops money



I was reading an interview and came across this exchange. Does anyone
know what this is about?
Urizin:
"Will there be a bank system that will be able to hold your gold or
items?"

Pete Hines:
"No, in terms of items that is what houses are for; to give you a
place to store your stuff. There really isn’t a need to store gold
because it doesn’t have any weight in game. The one banking thing you
can do is increase the amount of gold a merchant has available to buy
stuff from you. So one of the things in Oblivion is that - as you get
more powerful, the value of stuff you find starts to outstrip the gold
that merchants have available to buy it. So what you can do is take
some gold, say 200 gold, and you can invest it in a merchant. So
whenever you go back to that merchant he’ll have an additional 200
gold so he has more money to spend buying your stuff back. So it’s
like a one time investment to always have him have more gold
when you go to sell stuff."

IIRC expert level of Merchantile (50?) skill allows you to invest in shops.

Then there is the Black Market mod, where the blacksmith has 10,000
gold to spend. And the official Wizard's Tower mod where the added in
shopkeeper (in the Imperial City) has 2000 gold.
