Default I've got a horse...

'Abandoned' Legion horses are actually quite handy

I saw in the distance a Legion trooper, he dismounted and charged off
down the road after a bandit. By the time I reached his horse he hadn't
returned so I thought I'd take his ride. Travelling a bit further on,
same trooper comes walking back up the road and even stops to talk
before walking back to where he left the horse. At this point I still
had no bounty for horse theft.

Later I came across a courier cowering in the bushes whilst her horse
was being molested by a minotaur. Dismounted, finished off the minotaur,
and went back to mount my stolen horse and heard the courier say
something but didn't catch it. Checked my stats and I did now have a
bounty, so she must have realised it was a Legion horse.

After some experimentation, mounting my stolen Legion horse in sight of
Legionnaires, Foresters or Couriers got me the bounty, town guards and
other passers-by didn't care. Riding and dismounting did not raise any
eyebrows with anyone.

Stolen Legion horses also do not appear to wander off when you dismount
(probably they have no 'home' stable to return to), will fight to defend
themselves, and are pretty tough. -- Alfie

Nope... Only if you are "seen" mounting it will you have trouble, and it's
classification as a "stolen" horse never goes away (unless maybe when you
buy it armor... Dunno. Never tried that.

"stolen" horses have a tendency to wander away. Usually back home
eventually.

Of course, this is reasonable... what REALLY pisses me off is when that
fast (but stupid, not to mention wimpy, keeps getting himself killed) black
horse that I paid good septims for keeps trying to take a hike. Stupid
beast!

You only get in trouble if you mount the horse when someone else is
looking. Nobody seems to care if you are just riding it.
