Out of curiosity, how long does it take from the time a package update appears on our on-line database until the mirrors have it and it's available to users?

At most, 15 minutes.. Last I looked..

Thats if the mirror your using is setup properly and is doing his/her updates
when they are suppose to.

I thought the official mirrors sync'd with the master every half hour, so it
could take upto an hour to be available to end users.
