Some things are possible, but it can take some work to do.
I do a few things similar to what I think you're describing with window manager function key definitions. I have used mwm (Motif Window Manager) and twm (Tab Window Manager). (I don't use those nasty Doze-alike KDE or Gnome desktops.) With mwm and twm, you put the definitions in ~/.mwmrc and ~/.twmrc. Where you put the definitions and what you can do with them depend on your window manager. (With mwm, be careful, because the Open Motif and lesstif versions of mwm have seriously different syntax.) Another tool that might be useful for accomplishing your goal is the xmacro package. One thing to watch out for is if the game starts up an alternative X server rather than using your existing X server and the window manager you have set up. In that case, I don't know of a solution.
