Well, perhaps the commercial channels shouldn't even bother
introducing their
3rd digital channels if there's not enough bandwidth.

Leave it to ABC to introduce their 24 hour news channel on ABC HD next
year
as they desire (subject to additional government funding, of-course).

I give up counting the TV channels after a dozen, anyway.
