Default Desperately need help converting a file from PAL to NTSC (dvd speakers)



For two weeks, I have knocking myself silly trying to
convert a home movie on VCD to a DVD ...

It took the better part of the week to try an at least
get an "mpg" off this VCD .... but, finally I got it ....
But, no matter how I tried, I could NOT get it into
a format acceptable for DVD ....(numerous programs,
DVD Author, TempGenc Plus, Nero 6 and my last attempt
was with 'WinAVI File Convertor' .... all gave various
(and different) errors when trying .. either in the formatting
stage, or in one case ("WinAVI") ..... after the formatting
and on attempt to burn it to disc.

I finally gave up on the dvd and decided to settle on making
a VCD. However, it turns out this VCD is in PAL format,
and I need to convert it to NTSC. The problem is, even tho
this PAL VCD plays perfectly fine on a computer .... as soon
as the file is converted to NTSC the audio becomes WAY out
of sync. (I mean several seconds between lip movement in the
video, and hearing sound on the speakers)

I have converted files from PAL to NTSC in the past using
TEMPGENC, and had no problems ....but with this one,
for the first time, even if played on the computer, it is way
out of sync (and this is NOT a commercial, copy protected VCD
so I assume that means I can rule out some sort of copy protection
being the cause)

Any recommendations out there?

This might be dumb question, but why do you want to convert a Pal Movie to
NTSC?

Whats the point? PAL movies are 25 fps, NTSC if not mistaken is 23.976 fps
right?

Of course if you convert from one to the other the audio will be out of
sync.

Not sure what your trying to do Mark, maybe you can explain why you want to
do this.
Nothing worth knocking yourself silly over.

As far as I know, NTSC is 29.97 fps (or something like that) .... but,
most importantly .... some (if not most) stand alone DVD players
are either/or .. only a few are both? I know *my* dvd player will play
PAL ... but, they still dont play right on my dvd player/tv ... because
the TV is NTSC?

Of course, unfortunately as I have learned these past 3 months, my
700 (plus) dollar Phillips DVDR 985 is a piece of crap ....(and maybe
that is part of my problem.)

My wife had bought some VCD's from someone once who was in
Europe .. and they were also PAL and would not play on my supposed
super Phillips DVDR, I converted them thru TempGenc Plus to NTSC,
and they play fine now ... so, with this current VCD I assumed I could
just do the same thing ... but, as I learned there is some kind of error
on this VCD .. and while it will play fine on a computer .....so far,
nothing
can convert it, fix it, author it, or do anything with it. It damn near
starts
a nuclear meltdown on my computer, when I try to load it into any program
other than a simple media player.
One small example of how this file is messed up ... you know how
most videos show a bit rate of anywhere from (plus) 225 to 9000 ...
this one, reports its bit rate as MINUS 14000.

It wouldn't bother me to just chuck this VCD ... unfortunately it is
my sisters who I am trying to salvage it for. She is President of
some local Elvis Presley Fan Club, and they meet twice a year
in Memphis, TN for the past 25 years ... and this VCD is some
home movie, shot in super 8, by one of the fans a couple years
ago at one of their ceremonies, made into a VCD (unfortunately in PAL)
and sent to her ...

At any rate, thats why I am bothering to try ....

Have you tried using the NTSC film Template in TMPGEnc? this will
produce a 24fps file and your DVD player will do the 3/2 conversion.
Make sure you deinterlace it too. This has worked for me in the past..

Yes, I have ... in fact, I have tried 4 TMPGenc templates .... (all of
which
worked for me in the past) ... but on this one, no go .... I've made up
my mind, this file is corrupt/has a bad frame or something in it causing
this. I tried running it thru VCDGEAR ... it reports it found/fixed one
mpeg error ... but, it still does it ....apparently, nothing short of
of using a 'hex editor' and finding/fixing the bad frame, which is
way beyond me, will do it.
