Default OT: Building Codes & Permits

I have been trying to reach Fort Worth's very busy, Department of Development
for a week now with no luck. Does anyone know what the maximum size for a
stucture is w/o needing to apply for a permit? Or are there ways to get around
it by having a stucture on piers and calling it a temporary structure?

We are trying to build a small 14' circular structure but build it with
alternative materials -- aka -- not stick-built or modular.

Thanks

Did you check the City website?
I'd be surprised if that sort of thing is not posted.
