Where are you hoping to apply for residency? Are you still near your
medical school? Any medical school? Ask for an appointment with a
dean of student affairs or an advisor at a medical school. Or
schedule an informational interview with a residency director (or even
a residency administrator) at a program in the specialty to which you
intend to apply. If you're going to do this, you've got to be able to
approach people directly and ask questions face to face.

But why don't you and call ERAS, NRMP, and/or the programs that you
are applying to?

Call other programs, and figure out what their policies are.

I don't think there's any prohibition.

However, what's holding you back from taking the CSA and STEP 2 within
the year and applying for the 2004 MATCH (just getting underway)?

I hope you're not so idiotic as to take a year off just to take STEP
2, as many FMGs seem to do.
