State legislatures' efforts to enact medical marijuana programs have
slowed considerably since the U.S. Supreme Court ruled this year that the
federal government may prosecute individuals who receive prescriptions for
the drug, according to the director of the White House Office of National
Drug Control Policy (ONDCP).
The Associated Press reported on July 29 that John Walters made his
comments after meeting with drug treatment professionals and law
enforcement officials in Hawaii. In 2000, Hawaii became the first state to
establish a medical marijuana program through state legislation rather
than a ballot measure.
"I think it's dying out," Walters said to reporters. "The real issue here
is, is it the safe and best way for medical treatment? We don't think that
the best thing for people who are really sick is to make them high and
send them away."
Walters' assessment drew a sharp rebuke from Steve Kubby, national
director of the American Medical Marijuana Association. Kubby counteracted
Walters' remark that smoked marijuana has not met the scientific standard
for effectiveness by saying that "hundreds" of peer-reviewed studies have
do***ented its benefits for people with cancer, arthritis and other
illnesses.
"The drug czar has blood on his hands for blocking the humane and medical
use of cannabis for sick, disabled and dying people," Kubby said.
