Answer 1: A Herpes infection on the hand is called Herpes Whitlow. So
yes transmission from the hand to someone else's penis is possible.
But that's not saying it's probable. But it's not completely out of
the realm of possibility.
Answer 2: Depends on what you mean by "touch". Any sort of rough
"touching" can cause a red mark that is totally unrelated to herpes.
And merely "touching" wouldn't normally transmit herpes. Without a
break in the skin (cut or abrasion), Herp usually needs a little help
(like rubbing) to force it into mucous membrane type skin.

Seriously though, Herpes phobia is a common thing. Mainly due to the
huge amount of misinformation floating around. Plus the fact that you
can't see what it's up to, you can only imagine, and imaginations run
wild sometimes.
Answer 4: There are several tests available. Here's the problem you
face. Most infected people never have recognizable symptoms. You could
be one of those, a blood test could confirm that, but your red marks
may be totally unrelated to Herpes. However, a negative result could
rule out Herp as a cause so that'd be a good thing. Another type test,
a viral culture, is another way to go but a negative wouldn't tell you
much because false negatives are common for that type test. A positive
can be relied upon though so if that were your result, you'd have some
info to go on.
