BTS2004 can be installed on WinXP for development purposes. Each developer
will program solutions on his or her local workstation and then deploy to
the (hopefully) staging/test BTS instance and then finally to your
production instance. Unlike BTS2002, developers do not "work" on the
production instance of BTS2004.

The BTS2004 readme and setup guide explain the proper installation sequence
with SQL Server 2000 and VS.NET 2003.
