how can i make my users to log on to domain environment only using GPO

when pressing Alt+Ctrl+Delet

because in normal way they can choose in (log on to) whether domain name or
locally this computer.

You can not use a GPO since you have not logged into the Domain...

Make sure your users login ID's are only Domain user ID's. This way if the
user logins in as JoeSmoe@domain.local or JoeSmoe that user does not exist
on the local computer and the user will not be able to log in locally.

Yes I agree with Jonathan, do not create user accounts locally on the client
computers. use the "Manage users and computers in Active Directory" on the
domain controller or server to create user objects. So leave only
Administrator's accounts on the local machines.
