I cannot seem to locate any .exe files I can use to install BizDesk. I am
trying to 'package' a self installing tool for it however it seems the only
way to do this is through the ActiveX Method.

or company will not allow our companies to use ActiveX. So how is this
possible? Or is it ?

The BizDesk lauch is a HTA (MTML Application) which is supplied as part of
the bizdesk through a cab file. This is is what is executed when you access
http://yourservername/yoursitename/default.asp. You can (in debug mode)
access BizDesk by accessing http://yourservername/yoursitename/bizdesk.asp
(a trick do***ented in debugging section of the CS do***entation). So if take
the CAB and un-cab it and convert it into a .exe based installer you would
then be able to address your requirement.
