Default Explorer Always Open With Folder Tree How

Win XP Home sp1

When I open a folder in Explorer, I initially get the "Common Tasks" in
the "Folders" section (the left section). I can click the Folders button
on the toolbar and toggle between "Folders" and "Common Tasks". But I
seldom use the Common Tasks area, and I prefer Explorer to open a folder
with the "Folders" view showing, that is, with the folder tree in the
left section of the window.

If I go to Tools > Folder Options > View tab > and I check the box
Remember each folder's view settings, it doesn't help. Each time I open
the folder I still get the "Common Tasks" showing and I have to hit the
"Folders" button to see the tree.

Is there any way to get Explorer to show the folder tree in the left
section every time I open a folder in Explorer?
