Not sure I understand. If you removed the org, then you have no old users,
do you?

Typically, removeorg is used to uninstall Exchange 2000 bits from AD and
shouldn't affect user accounts. Did you follow the steps in:

273478 XADM: How to Completely Remove Exchange 2000 from Active Directory

If so, then you can probably fix your previously existing users with:
