Default Missing Exchange Performance Monitor Counters

We have recently installed and configured Exchange 2003 SP1 on Windwos server
2003 cluster and have noticed that some of the Exchange performance counters
are missing, in particular M***changeIS and M***change IS Public counters.
The same counters are missing from the second node in the cluster are well.
We have tried to unload and reload the counters using unlodctr and lodctr but
the performance counters do not appear. Is there a trick to loading the
counters or perhaps a hot fix that we have not been able to find? We have
found KB article 237541 but it only applies to Windows 2000 and Exchange 5.5.
Any information on how to get the exchange performance counters reloaded
would be greatly appreciated.
