Does anyone know if this is possible? I'd like the ability for users to see
pictures when they right click on a person's name and select properties in
Outlook.

Hello,

if I understand you correctly, you want to add a picture to a contact stored
in a public folder or private mailbox folder ("Contacts"), not on a contact
in Active Directory?

I have just examined such an entry and found out that such a contact has an
attachment called ContactPicture.jpg which stores the picture.

I have not tried this, but you might be able to set the picture just by
adding an attachment to the item with that name.
