conference room automatic booking problem

We have a couple conference rooms and use outlook 97
calendar to book the room.

The setup is server is MS exchange 5.5 with SP4, client is
MS outlook 98. The conference rooms are setup as
resources and all the meeting requests are setup
automatic. (Automatically accepts and declines conflicting
meeting request)

The problem is when user books the room using outlook
calendar, there is not reply from the conference room to
confirm or decline the meeting request. BUT if I launch
the outlook and open the conference room, users will get
the reply straight away to confirm or decline their
booking request.

Any suggestions are welcome.
