Default Internet Explorer warning



I have Windows 2003 with IE 6 being used through Remote Desktop
sessions as a terminal server. I have done some locking down of the
users' browser using GPO, but I'm having problems with one thing.

Every time a user hits a submit button, he/she gets the pop-up window:
"When you send information to the Internet, it might be possible for
others to see that information. Do you want to continue?"

They click Yes and choose "In the future, do not show this message,"
but it still shows up every time.

What do I need to change in the security settings to allow their choice
to take effect every time they submit something? I've tried enabling
"submit non-encrypted form data" and several other things, but nothing
seems to help get rid of this message.
