Default 12030 error from InternetWriteFile


I'm using InternetWriteFile to send a file to an IIS 4
server. The connection and setup seem to work fine. I
have given anonymous internet access permission to write
in the directory on the server, but InternetWriteFile
returns an error 12030. I look up the error code and it
says:

ERROR_WINHTTP_CONNECTION_ERROR
12030
The connection with the server has been reset or
terminated, or an incompatible SSL protocol was
encountered. For example, WinHTTP version 5.1 does not
support SSL2 unless the client specifically enables it.

But, none of this makes sense to me. Yes, I'm using SSL,
but I have configured the setup for that. No, I'm not
using SSL2. And, the "reset or terminated" is even more
useless than a "syntax error" message.

I know it's got something to do with permissions, but I
have tried setting and unsetting permission everywhere I
could think and nothing. So, I turn to the experts. Any
ideas?
