Default 2 servers VPN

I have an SBS 2000 with exchange server , i want it to be a VPN server so
the other branch can connect to the main exchange server ,, in the "Routing
and Remote Access" i activated it and i made a VPN connection on the other
branch ,, i also made a batch for the IP ,, and it gets connected ,, but
without having internet on the branch server ,, is there a way to make the
branch server connect in a static IP so i can send and recive data

If you have ****og modem or ISDN connections at the 2 ends you can
definitely use DoD (Demand on Dial) connection over this media.
