Active X Controls

I am unable to view anything requiring active x controls. I can not download
the active x controls and my security is not the problem. When I click on the
yellow toolbar to install the active x control, nothing happens. I have
Windows XP and have tried everything I know of. Does anyone know what else I
can try to fix this problem?
