Default Applying GP Preferences - ID 4099

AD - Server 2008 native
Clients - Vista

I am trying to apply User Preferences (drive mappings, registry settings)
and I am seeing inconsistent results. I think that my registry settings are
all being applied, but the drive mappings, which use targetting based on AD
security groups, are being applied randomly. Most users get some but not all
(single GP policy) that they should get. Some get drives that they
shouldn't. I see a lot of these messages in the application event log:

Event ID: 4099
Source: Group Policy Drive Maps
Description: The client-side extension could not log RSoP data because it
failed with error code '0x8004401e <unknown-message-test>'

Has anyone seen this? Anyone have an answer?
