Anyone know of a report or management pack that will help with historical
reporting on network usage/bandwidth?

No, we don't have any reports like that and even no MP I am aware of.

Thanks Thomas, It’s very surprising to me that a full featured product like
MOM would not be able to report on, or keep historical reporting of server
bandwidth/network usage for a server or even an application. Does anyone know
why this critical piece of the system management was left out?

Actually the data is collected and can be displayed in a report

Open the "Performance ****ysis" report (Home > Microsoft Operations Manager
Reporting > Operational Health ****ysis > )
Choose the computer group and computer that is important to you.

Choose the following parameters

Object: Network Interface
Counter: Bytes Total/sec
Instance: <The name of the interface you are interested in.>
